DESCRIPTION
The vendor will provide Basis2 programming consulting services, including business analyst support focused on technical assistance to accelerate and support implementation of the Basis2 billing system. The consultant will serve as an advocate and liaison between agency management, end users, business stakeholders, billing system technology teams, developers, and third-party interface providers.
Responsibilities include evaluating interface layouts and collection agency placement timing, reviewing proposed technical solutions, recommending workflow alternatives, supporting APIs and web services, and assisting with workflow development for Basis2, eBilling, AMI software, and related systems. The consultant will support requirements definition, issue resolution, reconciliation with third-party collection agencies, identification and documentation of risks, and management of legacy data following conversion.
The vendor will also write code, web services, and APIs for enhancements spanning Basis2 and related applications. Testing responsibilities include creating test cases and scenarios, defining testing steps and expected results, linking test cases to requirements, managing updates when requirements change, tracking results, and measuring progress. Questions must be submitted by September 29, 2026, and attendance at a mandatory pre-bid meeting on September 22, 2026, is required.
