(1) Vendor needs to provide ballot tracking system. • Provide vote by mail (VBM) Ballot Tracking System (BTS) Managed Software–as–a–Service (MSaaS), related services, resources, and tools for the 58 counties • requires a system that allows voters to receive their ballot by mail, tracks the voter’s ballot through the mail system, and tracks processing of the VBM ballot by the county elections official. • Able to accept and process extracts with multiple prescribed reason codes and delivery times for all messages (e.g., no voter signature, ballot missing from envelope, ballot was not received on time, voter deceased, cancelled, VBM ballot was undeliverable, no voter signature). • Must allow files to be uploaded on an as–needed basis. • Produce and send messages to a voter who has requested to receive information via email and text message (SMS), or voice message from the county elections official regarding the status of the voter’s VBM ballot (2) All the questions must be submitted no later than February 4, 2026. (3) The contract period will be for three years.
