The State of California is seeking a managed software service provider to implement and maintain a Vote by Mail (VBM) Ballot Tracking System (BTS). The selected contractor will deliver the system as a Managed Software-as-a-Service (MSaaS), including all related services, resources, and tools, on a monthly subscription basis over a three-year contract period.

This system will allow voters to track their mailed ballots through the postal system and as they are processed by county election officials. Features include the transmission of voter registration, ballot issuance, and return data from the Secretary of State and all 58 counties, starting at least 90 days prior to every election statewide. The BTS must support the delivery of ballot status notifications to voters who opt in, via email, text message (SMS), or voice call. Notifications, as well as all system interfaces and the website, must be available in ten languages: English, Spanish, Mandarin (traditional Chinese characters), Japanese, Tagalog, Vietnamese, Korean, Khmer, Hindi, Thai, and other minority languages as required.

The successful vendor will also provide an administrative web-based portal or dashboard featuring two-factor authentication for use by Secretary of State and county staff. Comprehensive training services for staff use of the BTS will be required. This system should be ready for implementation across all participating counties in time for upcoming elections upon contract execution.
