(1) Vendor needs to provide ballot tracking system.– Agency requires the services of a Contractor to provide a Vote by Mail (VBM) Ballot Tracking System (BTS) Managed Software–as–a–Service (MSaaS), related services, resources, and tools on a monthly subscription fee basis.– The agency requires a system that allows voters to receive their ballot by mail, and be able to track the voter’s ballot through the mail system and as the vote by mail ballot is processed by the agency elections official. • Requirements:– Permit SOS and 58 counties to transmit voter registration information, ballot issuance data and ballot return data to the BTS starting at least 90 days before each election date for all elections in the State of California for the duration of the contract.– Produce and send messages to a voter who has requested to receive information via email and text message (SMS), or voice message from the county elections official regarding the status of the voter’s VBM ballot.– Provide Training– Provide a web–based administrative portal or dashboard enabling SOS and county staff that have been authenticated using two factor authentications – Provide a notification system that delivers notifications via email, text, and/or voice messages to voters who have requested notification about their ballot status.– Present the website, interface, text, email, and voice notifications in the following 10 languages: English, Spanish, Mandarin using traditional Chinese characters, Japanese, Tagalog, Vietnamese, Korean, Khmer, Hindi, Thai, and other minority languages as needed.– Provide an application and web–based administrative portal or dashboard that can be implemented to SOS and all 58 participating counties in California for use in elections held on the date of contract execution. (2) All the questions must be submitted no later than December 12, 2025. (3) The contract period will be for three years.
