California seeks a vendor to provide background recruiting software with workflow management, secure data sharing, and reporting features for a two-year contract.
(1) Vendor needs to provide background recruiting software. The software should be a platform for potential candidates and provide background services. The software should be able to help manage workflow, digitize customizable forms, house documents/images/audio files related to the background process, and increase the efficiency of background investigations. System should contain robust search features to retrieve statistical data when needed. This should include applicant file status, the numbers of days files have been active, and the average length of time each investigator is spending to process an applicant. Visualizations of data need to be user-friendly, actionable, and accessible to users based on their rights within the system. Ability to digitally and confidentially share specific information from a candidate’s file with polygraph examiners, psychological-screening doctors, medical providers, or other authorized third parties. Data in transit and at rest must be securely protected. System prompts candidates to provide required information when the file is incomplete. Ability to set up templated final background reports. Optional ability for two-way SMS messaging. (2) All the questions must be submitted no later than November 21, 2025. (3) The contract period will be for two years.
