(1) Vendor needs to provide avenue corridor study service to the government authority located in Ramsey County, MN.– This work will include planning analysis, public engagement, and engineering services to complete a corridor study and preliminary design (30%) for the Avenue– The purpose of this project is the develop a vision and plan Avenue that improves the safety and accessibility for all users, coordinates closely with agency Line to provide space for transit infrastructure to enhance transit speed and reliability along White Bear Avenue, and incorporates public input to ensure the future of this street meets the needs of the community it serves– The Contractor will identify the impacts and opportunities associated with each concept, comparing this to both existing conditions and the other alternatives. – These impacts will include, but are not limited to:– Improved pedestrian access and safety along and across White Bear Avenue– Improved bicycle access and safety along and across White Bear Avenue in alignment with existing and planned bikeway facilities within the study area– Transit speed and reliability in coordination with the agency H Line and Bronze Line– Traffic safety improvements for all modes– Traffic operations– Access management– Utilities– Right–of–way acquisition and retaining wall costs, if applicable– Stormwater treatment requirements– Streetscape and placemaking opportunities– Street tree/forestry impacts– Planning level cost estimates including design, right of way, and construction (2) All the questions must be submitted no later than December 29, 2025(3) The contract period will be for one year.
