Ramsey County, Minnesota is seeking a qualified vendor to conduct a corridor study and preliminary design (to 30% completion) for improvements along White Bear Avenue. The project aims to develop a comprehensive vision and plan that enhances safety and accessibility for all users, while coordinating closely with relevant agencies to support transit infrastructure that increases transit speed and reliability.
The scope of work includes planning analysis, public engagement, and engineering services. The selected contractor will evaluate concepts by identifying their impacts and opportunities, comparing these against existing conditions and alternative approaches. Areas of focus will include pedestrian and bicycle safety and access, transit operations (in coordination with the H Line and Bronze Line), traffic safety and operations, access management, utilities, right-of-way requirements, stormwater management, and streetscape enhancements.
Additionally, the contractor will prepare planning-level cost estimates encompassing design, right-of-way, and construction, and assess the impacts on street trees and forestry. Public input will be integrated throughout the process to ensure the corridor meets the needs of the community. The contract period is one year.
