Nebraska is requesting proposals for a subscription-based automatic vehicle locating (AVL) system. The selected vendor will provide monthly or annual AVL services that minimize the need for software and hardware installations, aside from the AVL tracking devices themselves. The system must allow users to self-manage, authorize, and de-authorize AVL tracking hardware through a secure, hosted website accessible 24/7 from desktop and mobile browsers. Vendors should provide a list of supported browsers and documentation on the authorization and de-authorization processes.
The AVL solution should offer near real-time viewing of vehicle locations and speeds via a hosted platform, with access from both web browsers and standalone mobile applications on Android and iOS devices. A minimum polling interval of one minute is required, and the polling time settings must be configurable. Vendors are asked to describe available polling configuration options.
Additionally, the solution must include a REST web service to deliver vehicle location data on a near real-time basis for integration with internally hosted GIS web map applications and an outage management system. Details on encryption and authentication methods for secure data transfer should also be included. All questions related to this RFP must be submitted by February 3, 2026.
