The agency is seeking a vendor to provide an automatic passenger counter (APC) data processing and reporting system. The system must be capable of supporting integration with the agency’s on-premises enterprise data warehouse and offer flexible, high-volume access to raw APC data, including data integrity reporting and configurable business logic to meet operational needs.

Key requirements include support for ingestion of agency files or equivalent raw APC data formats, processing raw, atomic-grain data at the trip and stop level, and clearly identifying valid trips. The solution must provide APIs that enable bulk retrieval of data for all vehicles, all routes, and at least 31 consecutive days per request, without restrictive limitations such as short interval or single vehicle/route constraints.

The system must grant access to detailed, unaggregated data, including Trip ID, Route ID and Name, Pattern ID and Name, Stop ID and Stop Name, and Stop Sequence Number. Interested vendors must submit any questions by March 9, 2026. The contract will be for a one-year period.
