Arbitrage Rebate Calculation and Opinion Service

The government authority in Panama, Florida is seeking a vendor to provide arbitrage rebate calculation and opinion services. Responsibilities include computing yields on government debt, determining amounts due for rebate, managing yield reduction payments, and addressing spend-down penalty payments. The vendor will be tasked with the legal review and opinion of these computations.

The selected provider will conduct thorough reviews of all outstanding and future debt issues subject to rebate calculations during the contract period. This is to evaluate both current compliance with arbitrage requirements and to anticipate future needs. Additional responsibilities include evaluating and recommending improvements to current investment and record keeping practices related to arbitrage, performing annual calculations and opinions on debt yields and excess earnings, conducting data review and analysis, and offering consultation on matters related to arbitrage rebate, spend-down penalties, and yield reduction.
