The County of San Diego is seeking qualified firms to provide arbitrage rebate calculation and analysis services, including yield restriction and regulatory compliance, for its portfolio of tax-exempt long-term obligations such as certificates of participation, lease revenue bonds, and tax allocation bonds. The contractor will be responsible for providing arbitrage rebate reports, calculating excess earnings, preparing IRS filings, providing investment earnings reports, and offering professional advisory services and training. The contract term is an initial one-year period with four one-year option periods.

KEY REQUIREMENTS

Firm must have provided similar arbitrage rebate calculation and analysis services for a large public agency within the last five years
Must be able to meet all requirements outlined in the Statement of Work
Must provide a minimum of three business references for relevant projects within the past five years
Must confirm acceptance of the County's Draft Agreement and insurance requirements
Must comply with California Revenue and Taxation Code § 18662 regarding nonresident withholding if applicable
