(1) Vendor needs to provide Amanda citizen portal services.– External users must be able to submit applications, track status, and use interactive messaging.– External users must receive status notifications via email or portal alerts.– External users must be able to view historical submissions.– External users must be able to resubmit, revise, and renew applications linked to Amanda folders.– External users must be able to request and schedule inspections.– External users must be able to assign roles and grant access to other parties (e.g., contractors).– External users must be able to save and resume application submissions.– Portal must support anonymous public search for data published from Amanda folders.– External users should be able to withdraw applications.– External users should be able to pay multiple bills in one transaction.– External users should be able to download completed applications as standardized PDFs.– Portal should support creation of child permits linked to parent applications.– Portal should support copy functionality for existing permits.– Portal should support non–Amanda workflows.– Portal should support third–party collaboration (document sharing, messaging, approvals).– Portal should include a configurable application wizard tool.(2) All the questions must be submitted no later than January 7, 2026.(3) The contract period will be for three years.
