Ontario is seeking a vendor to deliver Amanda citizen portal services designed to enhance user interaction and streamline application processes. The portal must allow external users to submit, track, and manage applications, as well as communicate via interactive messaging. Users should be notified of status updates through email or portal alerts and have the ability to view their historical submissions. Additional required functionalities include the ability to resubmit, revise, and renew applications, request and schedule inspections, withdraw applications, and assign access or roles to other parties such as contractors.

The portal should further enable users to save and resume in-progress applications, conduct anonymous public searches on published Amanda folder data, and process payments for multiple bills in a single transaction. It is also expected to provide downloads of completed applications as standardized PDFs and support the creation of child permits linked to parent applications. Features supporting permit copying, non-Amanda workflows, and third-party collaboration (such as document sharing, messaging, and approvals) are also required. A configurable application wizard tool should be included to guide users through submissions.

The contract for these Amanda citizen portal services will be for a three-year period. All vendor questions regarding the project must be submitted by January 7, 2026.
