The selected vendor will provide comprehensive airport planning and environmental consulting services for a government authority in Eloy, Arizona. Scope includes preparation and updates of airport master plans, focused planning studies, and maintenance of the airport capital improvement program. The vendor will be responsible for identifying, prioritizing, and scheduling eligible airport projects, as well as forecasting aviation activity and facility requirements. Evaluation of airfield, landside, and support facility needs, alongside airport safety planning and safety assessments, is required.

Environmental consulting services involve analyses of cultural and biological resources, wetlands, floodplains, noise, and air quality, as well as the development of mitigation plans and monitoring documentation. The vendor must also facilitate public involvement and stakeholder outreach associated with airport planning and environmental processes. Project implementation support entails assistance with transitioning approvals into design and construction phases, ongoing technical support for grant-funded projects, and coordination of schedules, budgets, and scopes related to planning and environmental work.
