DESCRIPTION
The vendor will provide an AI governance solution to assess the county’s current use of artificial intelligence, including Shadow AI, associated risks, and governance gaps across departments. The work will include reviewing county AI policies and public-records requirements, producing a gap analysis, and developing a prioritized implementation roadmap.
The solution must support continuous discovery and inventory of AI assets and usage across software-as-a-service platforms, cloud environments, endpoints, and application programming interfaces. This includes agents, models, tools, and keys, with an accountable catalog suitable for audits and public-records disclosures. The vendor will translate county AI policies and principles into enforceable technical controls, including approved workflows, guardrails, domain allow/block catalogs, least-privilege identity binding, documented decision rights, and governance processes.
The solution should enable runtime comparison of live AI behavior against approved designs, including workflow drift detection and immutable or non-selective logging where available. It must augment incident response, forensic reconstruction, and non-repudiation evidence workflows; integrate with Entra ID for role-based and conditional access; support scoped credentials and per-invocation attribution where shared API keys can be replaced; and complement existing identity governance and key-management procedures. It must also provide spend attribution, budget controls, and return-on-investment insights by model, agent, workflow, and owner, with dashboards suitable for executive reviews and quarterly business reviews.
