The province of Ontario is seeking a vendor to provide an AI-assisted platform designed to automate and enhance the review and compliance checking process for building permit applications. The platform should be capable of pre-checking applications for completeness and verifying compliance with building codes and zoning bylaws, thereby streamlining the traditional permitting process.

Key features should include flexibility and scalability to allow expansion into related areas such as Development Review and the Housing Development Office. The platform must utilize AI tools to ensure supporting forms are complete and accurate based on specific project attributes, and to compare form content with building plans for consistency. It should also be able to extract data from forms and drawings to auto-populate building permit records, support categorization and streaming of plan review processes, and provide a speculative zoning tool for lot-based planning.

Additional required functionalities include tools for comparing resubmitted plans with previous versions within an existing application, automated extraction of data from drawing content, redline markup to highlight deficiencies detected during automated reviews, and a plain-language search interface for requirements from multiple codes and guidelines.
