Ontario is seeking a consultant to support the development of an agritourism strategy and toolkit. The primary objective is to evaluate the current Official Plan and zoning framework to identify the most effective ways of promoting agritourism development. The consultant will be responsible for reviewing and recommending amendments to zoning and policy to enable on-farm diversified uses that enhance economic opportunities for local businesses.

The scope of work includes preparing a detailed project work plan outlining methodology, timelines, milestones, and strategies for engaging stakeholders. The consultant will review relevant legislation, municipal policies, and regulatory frameworks impacting agritourism, as well as analyze key documents such as the Strategic Plan, Economic Development Strategy, Visitor Plan 2025–2028, and York Region Agriculture and Agri-Food Strategy. A comparative review of other jurisdictions’ policies and toolkits will be conducted to identify innovative and effective approaches. Based on these findings, the consultant will prepare a Policy Directions Report and develop a comprehensive Agritourism Strategy and Toolkit to facilitate business growth and attract investment.
