The Defense Information Systems Agency (DISA) is seeking information from industry for a comprehensive, global Commercial-Off-The-Shelf (COTS) Aeronautical Navigation (AN) solution. The solution will support mission planning, flight navigation, and operations for aircrews and staff, offering a CNS/ATM Type 1 LOA–certified aeronautical database, associated Flight Information Publications (FLIP), an Electronic Flight Bag (EFB) software suite, and worldwide flight planning applications. It must ensure safe and efficient navigation and encompass both domestic and international airspace and airfields, with access for all Department of War (DoW) aviation entities.

This enterprise-wide initiative requires a scalable solution to support all users under a unified Enterprise Licensing Agreement. The vendor must provide continuous access to certified aeronautical databases, digital and on-demand hardcopy FLIP products, robust EFB software, and 24/7 technical support. All products and data should be accessible via both government and commercial web platforms, available for duplication and unrestricted distribution across U.S. Government agencies for the contract’s duration.

Technical requirements stipulate ongoing software security updates (minimum FedRAMP Impact Level 6), database maintenance, Section 508 compliance, mobile accessibility, and mission-critical analytics. Databases must be certified to FAA Type I LOA standards, update on the 28-day AIRAC cycle, conform to international regulations, and be readily usable by flight management systems, simulators, and mission planning tools. All associated FLIP and aeronautical data must be rigorously validated to ensure reliability and accessibility for authorized users.
