The Tennessee Parks and Recreation Department is seeking a consultant to develop, implement, and manage an advertising plan for festivals and community events. The selected consultant will collaborate closely with department staff and representatives throughout the process and must have proven experience in creating and executing advertising plans for similar festivals or community events.

Responsibilities include offering effective advertising strategies and recommendations, coordinating with various media outlets, and executing a paid media plan as agreed upon. The consultant will provide cost estimates, quotes, and analyses related to advertising expenses, and will present a detailed advertising plan covering a 6–8 week period leading up to and during each festival. Upon approval of initial recommendations, the consultant will finalize and carry out the advertising plan in conjunction with selected advertising and media organizations.

Additional duties include acting as a liaison between the department and advertising organizations, managing advertising agreements and logistics, and ensuring all advertising assets are submitted as required. The consultant will be expected to be available onsite during the festival to address advertising and media needs. Following the event, a comprehensive performance summary with metrics, demographic reports, and an analysis of advertising effectiveness will be required.
