DESCRIPTION

A Minnesota government authority seeks actuarial services to support the Integrated Health Partnerships Program Model for health care programs.

The selected provider may define required data and methodological approaches for assessing program impacts and develop adjustments to the model. Responsibilities may also include preparing analyses related to attributed populations and risk, assisting with negotiations, responding to questions from financial experts, actuaries, and program managers, and presenting written materials describing the methodologies and calculations used to develop the payment model.

Questions must be submitted no later than October 23, 2026. Proposals are due December 16, 2026.

KEY REQUIREMENTS

Must be registered as a bidder or supplier in the SWIFT system
Must have consulting and actuarial experience in the development of payment models
Must demonstrate deep understanding of IHP program history, attribution and risk models, TCOC calculation, and MHCP data
Must have experience with Medicaid Risk Adjustment
Must have experience with Encounter Data Validation
Must comply with Minnesota State Accessibility Standard
Must maintain professional liability insurance of $2,000,000 per claim and aggregate
Must maintain general commercial liability insurance of $2,000,000 per occurrence and aggregate
