Accela Cloud Migration Project Manager Solution

The project seeks a qualified vendor to provide project management services for the migration of an on-premise Accela civic platform instance to the Accela Cloud environment. The selected project manager will support the entirety of the implementation, overseeing the implementation partner (IP), the migration process, and configuration of the system to ensure it effectively calculates and invoices fees, routes project applications across regulatory disciplines, and tracks workflow for permitting and enforcement activities.

The role involves managing the deployment of e-PlanSoft electronic plan review and GoPost, a temporary online submission portal, enabling applicants to file building permit applications and required documents digitally. The vendor will coordinate integrations with systems such as electronic plan review software, financial platforms, GIS, document management, and payment systems, as well as other technologies including digital plan review and automated phone lines. Responsibilities also include developing a change management plan, supporting system go-live, post-migration stabilization, and providing consultation on potential integration of additional technologies, such as AI tools. The selected vendor will ensure proper configuration of record types, workflows, notifications, custom reporting, system integrations, and oversee the secure backup of the revised SQL database.

A mandatory pre-proposal meeting is scheduled, and the questions deadline precedes proposal submission. The contract will be awarded for a one-year term.
