Melancon Contract Specialist / Solicitation Manager: Ryan D. Margraf || DESCRIPTION OF REQUIREMENT: This is a presolicitation notice in accordance with Federal Acquisition Regulation (FAR) 5.204. The designated contracting agency intends to issue a solicitation for construction services. This is a 100% small business set–aside procurement. The proposed contract is to provide a means of executing construction efforts in support of the DTRA mission by providing construction for: 1) general test support; 2) new construction; 3) Repair and maintenance of test structures and articles; and 4) demolition and remediation on various test sites. The proposed contract is for construction services and will include, but is not limited to, the following FAR clauses: 52.246–4 (Inspection of Services – Fixed Price), 52.246–12 (Inspection of Construction), and 52.246–13 (Inspection–Dismantling, Demolition, or Removal of Improvements). Each task order will be reviewed to determine the appropriate contract type, which may include Firm–Fixed–Price (FFP), Time and Materials (T and M), or Firm–Fixed–Price Level of Effort (FFP LOE). The NAICS Code 237990 – Other Heavy and Civil Engineering Construction best applies to this procurement. However, other codes can apply. | PERIOD AND VALUE: Period of Performance: The initial ordering period will be for five (5) years. The contract will include an option to extend the ordering period for an additional five (5) years. Each task order will have its own specific performance period.
