The U.S. Army Corps of Engineers (USACE), Portland District is seeking responses from qualified small business architect–engineering (A–E) firms with expertise in hydrographic mapping and surveying services. This effort aims to identify capable firms to inform the government's acquisition strategy for a potential future solicitation anticipated in April 2026.

The project scope encompasses a variety of hydrographic and geodetic surveying tasks, all to be conducted under the direction of a Certified Hydrographer or Hydrographic Surveyor. Required services include single transducer hydrographic surveys using high and low frequency depth recorders, all modes of GPS surveying (including VRS network, static, and RTK procedures), multi-beam surveys, side scan sonar surveys, sub-bottom profiling and probing, magnetometer surveys, and environmental monitoring. Additional work may involve wetlands restoration investigations, wreck and underwater obstruction inspections, ROV investigations for tidal and inland waters, high resolution imaging sonar surveys, jetty and groin surveys, and topographic surveys to complement hydrographic data.

Firms demonstrating competence and relevant qualifications in these areas may be considered for negotiation per the Brooks A–E Act and applicable federal acquisition regulations.
