A vendor is sought to provide comprehensive 911 dispatch call taking services, including installation, implementation, training, technical support, and ongoing system maintenance. The proposed dispatch system must support full-capacity call processing from ingress through call taker positions, even during both scheduled updates and unscheduled outages. System requirements include geo-diverse deployment with full redundancy at each location, as well as the ability to implement hosted and/or shared environments allowing allocation of resources, custom console layouts, notification settings, detailed reporting, and customizable call handling rules per agency.

The solution should be scalable for future growth and integrate with Interactive Voice Response (IVR) systems. It is also required to extract and transmit geographical coordinate information from Automatic Location Identification (ALI) files to mapping software and support CAD spill updates upon ALI rebids. The system must natively deliver Automatic Number Identification (ANI) and ALI information to CAD and mapping applications via IP, without needing hardware or software upgrades. Additional features include support for various dialing rules depending on context, provision of three call taking positions at the main site utilizing primarily COTS components, and user-friendly interfaces with one-click dialing capabilities. The mapping component must allow on-premises deployment, use aerial imagery, and provide visual alerts via blinking lights separate from the computer monitor.
