Louisiana is seeking a qualified vendor to provide a cloud-native solution for 9-1-1 call handling and Next Generation Core Services (NGCS). The primary objective is to implement a fully interoperable and multimedia-capable NG9-1-1 platform that enables Public Safety Answering Points (PSAPs) to receive and process 9-1-1 calls, including administrative and 10-digit emergency calls. The platform must support advanced features such as call recording, transcription, AI-generated summaries, keyword recognition, location-based call routing, and the ability to handle voice, text, VoIP, and wireless communications. Support for Real Time Text, Text to 9-1-1, and translation between text and voice calls is also required.

Core system requirements include NGCS elements operating from at least two geographically diverse locations to ensure redundancy and reliability. Access to the call handling platform will be via laptop computers and must integrate with a long-term recording solution capable of capturing audio from the cloud-native platform, radios, and administrative lines. The solution should provide visibility and monitoring of physical circuits, with the ability to generate service tickets for circuit providers. Additionally, it must offer the capability to transfer both a 9-1-1 call and its associated transcript.

All necessary hardware, software, licenses, interfaces, installation, and support must be included. The contract for these services will be for a five-year period. A mandatory pre-bid meeting has been scheduled, and all questions regarding the solicitation are to be submitted within the specified deadline.
