Louisiana seeks a vendor for cloud-native 9-1-1 call handling and Next Generation Core Services, including multimedia, transcription, and recording capabilities.
(1) Vendor needs to provide 9–1–1 call handling and next generation core services. The primary objective is to procure and implement a fully interoperable and multimedia–capable Next Generation 9–1–1 (NG9–1–1) solution. Provide 9–1–1 Call Handling, including administrative and 10 digit emergency calls, Call Recording, Next Generation Core Services (NGCS) to process and route 9–1–1 calls based on the 9–1–1 caller’s location, as well as IP networking services as required. Agency is seeking a cloud–native 9–1–1 Call Handling solution that will enable the Public Safety Answering Point (PSAP) to receive 9–1–1 calls delivered by Next Generation Core Services (NGCS) with call routing based on handset location. Services will support location identification components, VoIP, wireless, wireline 9–1–1, Text to 9–1–1, Real Time Text, call transcription, AI summaries, keyword recognition, text to 9–1–1 translation, voice to 9–1–1 translation for calls processed by the proposed solution. • Core System Requirements: The proposed NGCS elements shall exist in at least two (2) geographically diverse locations. Access to the cloud–native call handling platform shall utilize laptop computers. An interface with the recording solution will also be necessary. The selected solution shall also include the necessary hardware, software, licences, interfaces, installation, and support for a long term recorder that has the ability to capture audio from the cloud–native call handling platform, radios, and administrative lines. The selected Contractor shall have visibility into each physical circuit, including monitoring and the ability to generate service tickets for the company providing the circuit infrastructure. The solution shall provide a provision to transfer both a 9–1–1 call and its associated call transcript. (2) All the questions must be submitted no later than December 16, 2025. (3) The contract period will be for five years. (4) A mandatory pre–bid meeting will be held on December 9
