The State of Illinois is seeking an experienced vendor to redesign, develop, host, implement, launch, and support a municipal website using a modern content management system (CMS). The objective is to create a user-friendly, visually consistent municipal website that enhances public access to information, improves staff workflows, and meets current accessibility, security, and usability standards.
The selected vendor will deliver a comprehensive solution, including a redesigned website, CMS migration, data migration, training for staff, and ongoing support. The solution should provide a cloud-based digital experience platform tailored for municipal government, consolidating content management, workflows, engagement tools, communications, and analytics into a secure, scalable environment. Key features include standardized layouts and templates, simple content management for users of all technical levels, integrated communications capabilities (email and SMS at minimum), predictive site search optimized for municipal terminology, and automated accessibility compliance tools.
Additional requirements encompass online form builders with workflow routing, e-signatures, and submission tracking, as well as workflow automation to route submissions, trigger notifications, and integrate with back-office systems through APIs or webhooks. The vendor is expected to inventory existing website content, develop a migration plan, and ensure the redesigned site provides a seamless and scalable experience for both residents and municipal staff. The contract period will be for one year.
