The State of South Carolina is seeking a vendor to provide comprehensive website redesign, content management system (CMS) implementation, content governance, and ongoing support services for a one-year term. The selected vendor will engage with stakeholders and conduct resident research, including surveys and task testing, to inform project requirements and design decisions.
The scope includes performing a thorough content audit with ROT (redundant, outdated, trivial) analysis, reviewing site analytics and search logs, and executing a top-tasks analysis. Vendors will be responsible for developing a revised site map and navigation structure using a task-based approach, as well as delivering modern, mobile-first visual designs with accessible color palettes, typography, and a reusable pattern library. The design must support role-based permissions, editorial workflows, structured content types, and robust media management with a Digital Asset Manager (DAM).
Key deliverables also encompass content versioning, staging, and rollback functionalities, as well as API-first architecture for seamless integration with other systems. The project requires the migration of prioritized content to the new CMS, decommissioning of legacy pages, and the creation of a content matrix to track migration and establish ownership and review cadences. High-priority pages must be rewritten according to plain-language standards, and standardized templates should be developed to ensure consistent communication of services and updates across the site.
