The agency is seeking a managed services provider to deliver website hosting services for routine and emergency operations. The provider will supply the infrastructure and resources necessary to host and maintain agency websites, including the ability to rapidly scale website instances during periods of increased demand caused by natural or man-made disasters. The required architecture includes a Content Management Server (CMS) instance for site updates that replicates changes to public-facing servers, with two load-balanced server instances considered standard during normal operations for a total of three servers.
All websites and related infrastructure and platform components must be hosted in an agency-authorized environment that is owned, managed, and maintained by the contractor. The hosting environment must have at least a Moderate Joint Authorization Board authorization for Infrastructure as a Service and Platform as a Service. The provider must also maintain a Disaster Recovery Plan, Contingency Plan, and Incident Response Plan for agency review upon request.
The selected contractor will be expected to provide 24x7x365 support through both phone and a support portal. Additional requirements include a minimum 10 Gbps redundant internet connection, firewall protection, malware protection including anti-malware and anti-virus capabilities, intrusion detection, threat mitigation capabilities, and unlimited inbound and outbound bandwidth and traffic.
