DESCRIPTION

The organization is seeking a vendor to provide a customizable, vendor-hosted, web-based aviation learning management system. The system should use traditional and information-security-compliant artificial intelligence, microlearning, and other advanced training strategies to address evolving aviation industry, airport regulatory, customer, and employee needs.

The solution must include website hosting for two sites: an open web service for unrestricted courses and a restricted-access web service available only from approved device IP addresses for courses containing restricted data. It must provide course data reporting, including overall success rates and test-question analytics, and automatically integrate course enrollment and results with third-party identity management software.

The selected vendor will also provide video development and editing, video integration with hosted or non-hosted courses, and updates to applicable course content when aviation industry regulations change. Required courses must be available in site-specific English with closed captions, along with a Spanish-language option with closed captions. The contract period will be three years. Questions are due by September 24, 2026, and a non-mandatory pre-proposal conference is scheduled for October 2, 2026.
