A project based in Serbia is searching for vendors capable of delivering comprehensive web development, deployment, implementation, and testing services. The scope requires each beneficiary to have at least one web page, through which internal users can access related web services and view queried data.

Secure authentication is essential, with internal users required to log in using a qualified certificate for electronic signatures, per Serbian regulations. The platform must empower administrators with robust controls to assign access rights, manage both users and consumers of specific web services, monitor logs, and create both predefined and ad hoc usage reports.

Development must adhere to SOAP and/or REST protocols and fulfill the specifications of each individual web service. All services must be implemented over HTTPS with bilateral TLS, ensuring mutual authentication with client and server certificates.
