(1) Vendor needs to provide web based unclaimed vehicle portal development service. – Vendor needs to implement and maintain a web–based portal that enables law enforcement and other users to post public notices related to certain abandoned, immobile, unattended or otherwise recovered vehicles. • End User Capabilities: – The Portal shall enable law enforcement and other Authorized Users to post public notices related to certain abandoned, immobile, unattended or otherwise recovered Abandoned Vehicles, as well as vehicles with respect to which a lien has been asserted. – Allow the general public to search notices by Vehicle Identification Number (VIN) and state–issued license plate number. – Include billing functionality and shall be capable of integrating with the agency’s designated merchant services provider. – Provide account creation functionality for law enforcement and other Authorized Users to allow automated enrolment as a Portal Publisher, including automated processes for Publisher billing. – Ensure accessibility for Authorized Users and the general public for the purposes described herein at any time, day or night. • Portal Design and State Hosting Capabilities: – The Portal shall be State–hosted in the State’s AWS cloud tenant, support multiple user interface touchpoints, and ensure compliance with State security and cloud standards. – The Portal must include development of any outbound interfaces with external systems. (2) All the questions must be submitted no later than February 6, 2026. (3) The contract period will be for five years. (4) Pre–bid meeting will be held on January 23, 2026.
