The State of Tennessee is seeking a qualified vendor to develop and maintain a web-based portal dedicated to unclaimed vehicle notices. This portal will allow law enforcement and other authorized users to post public notices for abandoned, immobile, unattended, or otherwise recovered vehicles, including vehicles that are subject to asserted liens. The platform must also enable the general public to search for vehicle notices by Vehicle Identification Number (VIN) and state-issued license plate number.
Key requirements include integrated billing functionality that works with the agency’s merchant services provider, account creation and automated enrollment for authorized users, and automated billing processes for portal publishers. The system must provide 24/7 accessibility to both authorized users and the general public.
The portal will be hosted within the State’s AWS cloud environment, comply with state security and cloud standards, and support multiple user interface options. Additionally, vendors will be responsible for developing any outbound interfaces needed to connect with external systems. The contract for this service will span five years.
