The organization is seeking a vendor to provide a web-based, modernized enterprise Electronic Freedom of Information Act (eFOIA) Software as a Service (SaaS) solution. The desired commercial off-the-shelf (COTS) solution must encompass project management, project planning, training, data migration, human-centered design, application performance monitoring and alerting, risk management, information assurance, ongoing operations and maintenance, as well as the documentation of lessons learned.

Key requirements include the provision of a public-facing portal enabling users to submit eFOIA requests, track their status, and securely access responsive records. The system should offer comprehensive search functionality across all request content, supporting Optical Character Recognition (OCR)-generated text, embedded text, handwritten content (if recognizable by the solution), audio transcripts, and video transcripts.

Additionally, the solution must give visibility into the review status, document reviewer actions, and record completion times for all second-level reviews. The platform should support efficient, transparent, and secure management of FOIA requests within the enterprise environment.
