DESCRIPTION


The State of Oregon is seeking a vendor to provide a scalable, web-based learning management system (LMS) capable of supporting a multi-tenant extended enterprise environment. The LMS solution must be platform- and device-agnostic, offering hosted access and supporting the delivery, administration, tracking, reporting, auditing, and governance of learning activities. Content sources will include materials developed by CIS, third-party providers, and off-the-shelf content libraries.

The selected LMS must be able to support at least 16,000 active users, retain historical data for a minimum of 20,000 inactive users, and accommodate growth in users and course activity throughout the three-year contract period. High availability is required, with 24x7 platform access, and robust support for both synchronous and asynchronous training modalities. Strict tenant separation is mandatory to ensure that each CIS member entity’s users and data remain isolated and secure from others within the system.

Additionally, the scope of work includes comprehensive data migration services, covering the transfer of historical learner data, course completions, transcripts, certifications, and metadata from the current CIS LMS and content providers such as OpenSesame. The vendor must also provide technical support at least Monday through Friday from 8:00 a.m. to 5:00 p.m.
