A vendor is sought to provide a web-based emergency notification system that adheres to the latest technology standards within the emergency notification industry. The proposed system should enable secure login from any handheld device utilizing at least two-factor authentication, including smartphones, tablets, laptops, and desktops.

The system is expected to deliver a minimum of 100,000 telephone calls and 100,000 SMS SMPP text messages per hour, and support notification through various formats such as text messaging, email, landline and cellular telephone networks, VOIP, and social networks. It should employ preset notification priorities during emergency situations and offer a non-fee subscription sign-up for users with smart devices via a website or app provided by the vendor. The vendor must ensure secure, vendor-hosted storage and maintain data integrity.

Additionally, a detailed project timeline must be provided, ranging from award to activation, including establishing a functional notification database that integrates with available landline, VOIP, and cellular databases, as well as utilization of GIS-developed mapping for geographic targeting. The contract will be for a one-year initial term, with options to extend for up to five years. Robust backup systems are required to maintain continuity of operations during emergencies or maintenance.
