(1) Vendor needs to provide web–based emergency notification system. • Web–based, hosted software system including implementation, integration, and support of a statewide emergency notification system. • System will enable the deliver public alerts and notifications through various mediums, including to, telephony, email, Short Message Service (SMS). • Implement a notification solution that can deliver list–based and geographically–based alerts to citizens of the State of Illinois for critical events • System will include a cloud–based solution and the Vendor is expected to provide all required components such as software, engineering services, technical support, licensing, migration services, and training. • Capable of real–time priority messaging, tracking, and confirmation. • The system shall be capable of sending variable responses via email, voice calls, and SMS messaging • The system shall be capable of repeating notifications via email, voice calls, and SMS messaging to non–responsive users at least three times and cease notification once a response is received • System shall be capable of utilizing an automated seniority–based alert structure when the primary contact is unresponsive. • System shall have a minimum capacity to support at least 15,000 outbound phone messages and 50,000 emails/SMS messages delivered per hour • Capable of searching for users based on custom attributes, agency or company, established groups, location, or multiple criteria for targeted messaging • Maintain a comprehensive issue tracking system, documenting all reported issues, their resolutions, and related correspondence. • Web–based, hosted solution allowing authorized user access to information twenty–four (24) hours a day, seven (7) days a week (2) All the questions must be submitted no later than Dec 12, 2025.
