The State of Illinois is seeking a qualified vendor to provide a comprehensive web-based emergency notification system. The selected provider will deliver a hosted software solution, including all necessary implementation, integration, migration, technical support, licensing, and training services required for a statewide alerting system.
This system must support multi-channel delivery of public alerts and notifications through various mediums, such as telephony, email, and SMS. It should be capable of both list-based and geographically-targeted alerts, enabling critical communications to the citizens of Illinois. The solution must facilitate real-time priority messaging, tracking, automated response management—including repeated notifications to non-responsive users—and seniority-based escalation protocols. Additionally, the system must handle a minimum of 15,000 outbound phone messages and 50,000 email/SMS messages per hour.
Other key requirements include advanced user search capabilities based on attributes, the ability to target specific agencies, groups, or locations, and the maintenance of a detailed issue tracking system. The platform must operate as a 24/7, web-based hosted service, allowing authorized users consistent, secure access to emergency notification functions.
