Web-Based Emergency Management Software

The vendor will provide a commercial off-the-shelf, configurable, web-based, vendor-hosted emergency management software solution. The system must support emergency management, planned events, and day-to-day incident operations, with integrations for GIS mapping, web-based camera systems, and visual reporting tools to enhance operational awareness.

The solution must collect, retain, and analyze historical and predictive data for risk assessment, mitigation, and operational planning. Required capabilities include critical infrastructure tracking, damage assessment, personnel and resource management, supply tracking, resource request management, emergency notification, and task management. The system must support incident command system functions across command, management, operations, finance and administration, planning, and logistics.

The software must enable simultaneous management of multiple incidents and seamless navigation among routine incidents, planned events, and complex multi-agency responses. It must also include secure real-time individual and group chat with persistent threads and message history, jurisdiction-based viewing permissions for video feeds, streaming video dashboards, GIS maps, and AI-powered analysis and summarization of tasks, requests, reports, and operational data. Questions are due by August 27, 2026, and a pre-bid meeting is scheduled for August 25, 2026.
