(1) Vendor needs to provide web‑based comprehensive permit management software.– Comprehensive Permit Management Software Solution (Permitting System) that has been utilized by municipal water and sewer utilities.– Replace its current Smartsheet based permitting solution with a flexible, modern system capable of supporting diverse workflows and integrating seamlessly with existing applications.– Solution must manage and track projects from submission to approval, including permitting and inspections, with significant automation of these processes.– Providing a user‑friendly online portal for public access to permitting tools and resources.– Modernize and enhance its permitting system by streamlining business processes, improving customer service, increasing operational efficiencies, standardizing system usage, and adopting industry’s best practices.– System should be GIS‑based and will need to interface directly with the city’s existing data management infrastructure, including the city’s ESRI‑based GIS programs.– Delivering an intuitive, easy‑to‑navigate system for both internal staff and external applicants.– Solution must include an intuitive, web‑based interface.– Solution must allow for customizable workflows to streamline permit routing, approvals, and compliance checks.– Solution that includes the ability to receive inspections requests in the field and be able to complete inspections on a hand‑held device.– Permit and project management system should also be customizable to other processes that may or may not be conducted on a routine basis.– Permit process management system to automate and aid the city’s permit application process. this would include all phases of the permit process.(2) All questions must be submitted no later than February 4,2026.(3) A pre‑proposal conference will be held on January 28, 2026.(4) The contract period will be for two years.
