(1) Vendor needs to provide web–based augmented reality solution. • Implementation of a web–based technology solution that would allow Capitol visitors to interact with the Rider portraits through personal electronic (cellular/tablet) devices. • The portraits will come to life in 3D and share their (short) life story via voiceover through the web–based application, not through an actual mobile app. • Platform and public facing experience must maintain WCAG 2.1 AA digital accessibility standards. • Solution must be a web–based platform. Confirm the solution offering is web–based. • Solution must maintain user privacy. Offeror acknowledges that the proposed solution will not collect and/or retain any personal visitor data without explicit consent. • Visual requirement – Portraits must be 3D–animated and portrayed in high–resolution; at the minimum, main face must be animated • Solution must be able to generate reports/metrics on usage (number of scans, duration of interaction, most viewed content). • Solution’s ability to be enhanced to implement changing business and technical requirements. • Solution uses Artificial Intelligence (AI) and Machine Learning (ML) technology, model, or service.
