A government entity is seeking a vendor to implement a web-based augmented reality (AR) solution designed to enhance the experience of Capitol visitors. The solution will enable visitors to use their personal devices, such as smartphones or tablets, to view Rider portraits that are brought to life as 3D-animated visualizations. Each animated portrait will present a brief life story via voiceover through the web application.

The platform must adhere to WCAG 2.1 AA digital accessibility standards to ensure inclusivity for all users. Additionally, the solution must prioritize user privacy by not collecting or retaining any personal visitor data without explicit consent. High-resolution, fully-animated 3D portraits—at a minimum, facial animations—are required for an engaging experience. Built-in reporting features should provide usage metrics, such as the number of scans, interaction durations, and the most viewed content.

The vendor's solution should be flexible and capable of evolving to meet future business and technical requirements. Utilization of Artificial Intelligence (AI) and Machine Learning (ML) technologies is required as part of the overall system.
