The State of Maryland seeks a vendor to procure and implement a modern, secure, scalable, and fully integrated statewide voter registration and election administration solution. The solution will replace the existing statewide system and address operational inefficiencies while preserving and modernizing existing functionality, including geographic information system (GIS) and redistricting capabilities.

The system must support voter statuses including active, inactive, pending, canceled, and merged, with reasons assigned for each status. It must accurately capture and retain voter registration information and maintain an audit log of all transactions and actions affecting voter records. Required functionality also includes importing data from the Administrative Office of the Courts to support cancellation of voters who are no longer eligible due to felony convictions and incarceration, processing deceased-voter notifications from multiple sources with status outcomes based on the source, and allowing county and State Board of Elections users to add notes and comments to voter records and link applications to those records.
