This RFP seeks a vendor to provide voluntary employee benefits broker services, specifically for administering a Section 125 Plan on behalf of one or more insurance carriers. The selected provider will support voluntary supplemental employee benefits, offer a toll-free customer service line for plan participants, and deliver comprehensive administrative services. These administrative services include data processing, storage and documentation management, and end-to-end processing and administration of all payroll deductions related to payroll-deducted insurance products under Section 125.
The broker will handle consolidated monthly billing processes, plan recaps, and ensure payroll departments can efficiently submit payments. Responsibilities also include offering qualified plan counselors, conducting preliminary planning and management meetings, supporting group and one-on-one enrollment, and producing annual surveys to assess product qualification and carrier ratings. The provider must ensure that all plans remain compliant, make recommendations before enrollment periods, and facilitate continued coverage through the current plan year ending December 31, 2026. The third-party administrator must be licensed and able to manage COBRA benefits, dependent care, and specific products such as MetLife group cancer coverage. The initial contract term will be two years.
