DESCRIPTION

The County of Essex in Ontario is seeking a vendor to provide a comprehensive video management system to enable centralized monitoring, recording, and management of video surveillance devices. The project includes the installation and deployment of 74 new IP cameras, as well as the migration and integration of 13 existing Avigilon cameras onto the new Avigilon Unity 8 Video Management System (VMS) platform. The system is to be deployed on County-supplied server infrastructure, with a requirement for AI-based analytics and a minimum estimated retention period of 40 days.

The scope of work involves installing cameras that will produce a total of 83 recording and display streams, integrating appearance search analytics across all supported cameras to facilitate rapid investigations, and configuring rule-based detection and alerting for priority exterior areas in coordination with the County’s IT team. Additionally, the vendor must provide operator and administrator training, deliver as-built documentation, and furnish a commissioning report upon project completion.
