The City of Olathe, Kansas seeks a qualified vendor to provide comprehensive services for updating its Unified Development Ordinance (UDO). This project involves a thorough review and audit of the existing UDO, including research, analysis, technical committee coordination, and comparison to best practices and peer municipalities. The goal is to identify strengths, weaknesses, and opportunities for improvement within the current ordinance.
The selected firm will lead stakeholder engagement, draft new and revised ordinance text and graphics, and prepare the final document. Key objectives include enabling a greater mix of housing types, promoting complete neighborhoods, providing flexibility for infill development, revitalizing commercial corridors, enhancing site design standards, protecting natural features, and updating the Sign Code and Tree Preservation standards for clarity and ease of use.
The project also calls for the creation of user-friendly supporting materials, such as tables, graphics, and hyperlinks, to better communicate complex zoning concepts. The contract period is for one year, and a pre-bid meeting will be held on June 16, 2026.
