The North American Industry Classification Code (NAICS) for this acquisition is 561990, All Other Support Services, with a business size standard of $16.5 million.Sole Source JustificationThe purpose of this task is to provide licensing and maintenance/support for three (3) eCognition Developer licenses, and two (2) eCognition Server licenses for 36 consecutive months.This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The Cognition software application is a component of an image processing system capable of manipulating AVHRR and IKONOS data. It inter–operates with Imagine, ArcView and other geospatial software in use at the Office for Coastal Management. This application is used on a daily basis by the remote sensing staff. Support services and maintenance for eCognition is needed to ensure that any problems in processing remote sensing data are resolved in a timely manner.
