DESCRIPTION


The contractor will lead Tribal Wood Markets business development and investment efforts under leadership guidance and in partnership with three Tribal communities during the initial pilot phase. The work will support development of new businesses involving wood products, biomass, and residual utilization opportunities.

Services will include business plan development, feasibility studies, capital readiness assessments, market analyses, financial structuring, market partner engagement, coordination with banks, foundations, and private investors, and preparation of investment-grade materials. The contractor will support selection and ongoing engagement of the pilot communities, identify ready-to-proceed projects, address strategic planning and permitting requirements, and help prepare transactions.

The contractor will conduct capital readiness assessments for selected Tribal communities, develop financing structures and capital stack models, prepare investment-grade pro formas with risk mitigation strategies, and facilitate transactions intended to secure or align at least $5 million in new infrastructure investment by Year 5. The contractor will also assess the viability of a prospective wood products infrastructure investment fund, provide a go/no-go recommendation by Year 3, and support fund development and due diligence if approved.
