The state of North Carolina is seeking a vendor to provide a comprehensive transportation telematics solution, including hardware and software, to enhance student safety and optimize its fleet operations. The required system must feature real-time GPS tracking hardware, an advanced fleet management platform with driver oversight capabilities (including tablets and an administrative reporting interface), and a secure parent communication application that displays real-time vehicle location information.

The solution must ensure continuous, accurate GPS location tracking and data availability for all fleet vehicles, supporting operational oversight and prompt incident response. A cloud-hosted fleet management platform is required, offering 24/7/365 access with high uptime reliability, real-time tracking, historical route playback, integrated vehicle diagnostics and maintenance tools, role-based access controls, robust security, data redundancy, and API/web service capabilities to allow integration with existing and future third-party systems such as student information systems and routing software. Mobile Device Management (MDM) software should be pre-installed on devices.

Compliance with all relevant federal, CMS, and local regulatory requirements is essential. The contract for these services and hardware will be for a one-year term.
