(1) Vendor needs to provide transit data management platform– The purpose of this Request for Proposals (RFP) is to solicit sealed proposals for a Transit Data Management Platform utilizing data from already installed automatic passenger counters (APCs). – The selected vendor must provide, set up, test, and maintain a software platform. Mandatory requirements: – The system must integrate with existing, already installed automatic passenger counters (APCs) in addition to APCs pending installation. – Current APCs are all Integrated Horizontal Reflectorized APCs, and APCs pending installation are Overhead Hella APCs. – All APCs are installed and maintained by Urban Transportation Associates. – The system must provide all APC–based reporting required for National Transit Database (NTD) reports for full reporters, including data on ridership and passenger miles. – The system must provide information on on–time performance and passenger loads for planning and internal reporting efforts. – System manages recurring certification per Federal Transit Administration requirements, including comparison of processed APC data against manual passenger counts. Technical Requirements: – System maintains 99.9% uptime. – All systems described in the Proposal are accessible from one central location, requiring only one login per user. – All data must be securely stored and transmitted using industry–standard protections. Data may not be sold or shared without explicit consent, except as required by law. – All data remains the sole property of our organization. No third party may claim ownership, use, or distribute the data without our explicit consent. – System is browser–based and does not require a downloaded program. – System offers unlimited user licenses with no charges for additional users. – System offers role–based access with different permission levels based on roles.
