Nebraska is seeking a qualified vendor to provide, implement, and maintain a browser-based transit data management platform. This platform will utilize data from existing and pending automatic passenger counters (APCs), including Integrated Horizontal Reflectorized APCs and Overhead Hella APCs, all of which are installed and maintained by Urban Transportation Associates.
The desired solution must integrate seamlessly with the installed APCs and enable comprehensive APC-based reporting necessary for National Transit Database (NTD) compliance, covering metrics such as ridership, passenger miles, on-time performance, and passenger loads. The platform will support both planning initiatives and recurring federal certification processes, including comparison of processed automatic and manual passenger counts as required by the Federal Transit Administration.
Technical expectations include a browser-accessible, centrally managed system that provides 99.9% uptime, role-based permissions, and unlimited user access at no additional cost. Data must be securely stored and transmitted following industry standards, ensuring all transit data remains the sole property of Nebraska; no data may be sold, shared, or used by third parties without explicit authorization. The selected vendor will be responsible for the full lifecycle of the system, including initial setup, integration, testing, maintenance, and ongoing support.
