The State of North Carolina is seeking a vendor to provide professional services for the implementation of an enhanced Project Portfolio Management (PPM) system. The goal is to replace the current Touchdown platform with a modern solution leveraging Project Online, SQL database, SharePoint Online, Microsoft Planner, Planner Premium, and Microsoft Power Platform (Dataverse), along with related technologies.
This initiative aims to address limitations in scalability, visualization, and reporting capabilities experienced with the existing system. The new PPM solution must support a variety of project implementation methodologies, deliver improved dashboarding and comprehensive reporting, and function as a unified, flexible platform that can be utilized across state agencies. The selected system should be version controlled, commercially supported, and able to meet both internal and industry standards.
Vendors interested in submitting questions regarding this opportunity must do so by February 10, 2026.
