DESCRIPTION


The City is seeking a qualified third-party administrator to provide claims administration services for general liability, automobile, property, and workers’ compensation claims. The selected provider must designate key local personnel to conduct service calls as needed, establish communication and reporting procedures, and support claim reporting through telephone and electronic methods.

The provider will be responsible for loss adjustments, investigations, settlements within the City’s approval authority, state-mandated electronic reporting, 48-hour three-point contact, liability and compensability investigations, exposure-based reserving, agency inquiries, Medicare secondary payer reporting, and the identification, preservation, and pursuit of subrogation opportunities. The provider must also make settlement recommendations and immediately notify the Risk Manager of claims with potential excess coverage exposure.

The selected provider must maintain a complete claim file for each reported claim, preserve records as required by applicable state laws and regulations, and provide complete accounting for the claims administration program. The City Risk Manager and City Solicitor must be provided with real-time online access to the claims system. Adjuster caseloads must not exceed 225 liability claims, 300 property claims, 150 lost-time workers’ compensation claims, or 200 medical-only workers’ compensation claims.
