Third Party Administrator Services for Dental Benefits (Closed)

Seeking a third-party administrator to manage dental benefit claims, COBRA administration, and data reporting for a five-year term in New York.

Must have experience providing similar services to entities of a similar size and character as the CNYRTA.
Must demonstrate financial stability sufficient for the scope of the proposal.
Must be a responsible Proposer not debarred or suspended by the United States or New York State.
Must maintain required insurance coverage including Worker's Compensation, Comprehensive General Liability, and Comprehensive Automobile Liability.
Must comply with all applicable federal and state regulations, including HIPAA.
Must provide an adequate supply of Summary Plan Descriptions (SPD's) in electronic format.
Must provide a current plan identification card for each plan participant.
Must provide enrollment packets for new participants.
Must assist with GASB 45 valuation on a yearly basis.
Must maintain a preferred provider network of the same nature and scope as the one that currently exists.

The selected vendor will provide third-party administration services for dental benefits over a five-year contract period. Responsibilities include receiving and reviewing all claim and provider billing information, conducting timely investigations of claims and invoices, and evaluating each claim to determine if the services provided are appropriate and covered under the plan. The vendor will also utilize legal services for any third-party claims, respond to all claimant inquiries, and handle all aspects of claims adjustments to relieve personnel from these duties.

Additional requirements include issuing instruments to effect and satisfy claim settlements, administering COBRA benefits for all current and future enrollees—including members in their fully insured plan—and collecting, receiving, and organizing claim exposure and related data for risk management reporting. The vendor must also provide retiree dental claims cost information to the actuary and ensure the benefits offered are at least equivalent to current levels.
