Must have at least 5 years of experience as a TPA for similar accounts as of January 1st, 2026
Must currently provide TPA services for HRA, HCRA, DCRA, and/or VIP accounts to employer clients with at least 10,000 eligible employees
Must currently provide TPA services for State or Local Government clients with at least 1,500 eligible employees
Must be licensed to transact business in Alabama
Must perform at least 80% of the work as the prime contractor
Must maintain professional liability, cybersecurity liability (minimum $2,000,000 per incident), and general liability insurance
Must provide audited financial statements for the last three years
Must keep all FEBB data within the United States

DESCRIPTION

The agency seeks a vendor to provide comprehensive third-party administrative services, including payroll administration and claims payment management. This engagement also includes COBRA administration services for program continuation coverage, with requirements such as a dedicated toll-free inquiry line, takeover of current COBRA continuants, and managing notifications regarding changes in COBRA administrators.

The selected vendor will handle the creation and delivery of Qualifying Event packets, manage COBRA premium billing and collections, process fee collections, and handle coverage reinstatements or terminations. Additionally, the provider will be responsible for remitting collected fees and providing reinstatement or termination notifications to the employer, as well as submitting monthly reports on premium disbursements and participant status. The initial contract period is set for two years.
