Temporary Unaccompanied Housing and Swing Space Solutions for Navy Installations

The United States Navy is issuing a Request for Information to gather industry capabilities, ideas, and innovative approaches for addressing temporary Unaccompanied Housing shortfalls and swing space needs at multiple Navy installations. The purpose is to identify solutions that can rapidly provide safe, habitable, and code-compliant temporary accommodations for Navy personnel while major modernization, recapitalization, and commercialization efforts are underway. This notice is for market research and planning purposes only and does not obligate the government to issue a solicitation.

The Navy is interested in a wide range of potential solution types, including modular or prefabricated units, containerized housing units, trailer- or RV-based housing, turnkey workforce housing camps, leased apartments, leased hotels or extended-stay units, converted facilities, houseboats where feasible, traditional construction that meets delivery timelines, and other proven or hybrid concepts. Respondents may propose solutions for one location, multiple locations, or all listed installations, and may submit complete, partial, phased, or site-specific approaches.

Current near-term or projected housing shortfalls identified by the Navy include Great Lakes, Illinois, with an estimated shortfall of about 1,000 beds and surge demand up to 1,500 during fiscal years 2026 through 2028; Pensacola, Florida (Corry Station), with a shortfall of about 600 beds and surge demand up to 1,000 during fiscal years 2026 through 2028; Pensacola, Florida (NATTC/Main Side), with a shortfall of about 2,000 beds and surge demand up to 2,500 during fiscal years 2026 through 2028, including the need for alternative temporary shower solutions during renovation periods; and Meridian, Mississippi, with a projected shortfall of 250 to 500 beds during fiscal years 2027 through 2029.
