The State of Missouri seeks a vendor to provide a comprehensive telecom management and billing system that can be implemented and fully operational within six months of project initiation. The proposed TMS software must support management of various network and telecommunication elements, including circuits, both legacy and unified communications phones, as well as internet lines. The system should also facilitate cost allocation plan (CAP) billing for telecommunications and state data center services, ensuring accurate processing and visibility into invoice status (paid, printed, or viewed).
In addition to core management functions, the solution must include clear documentation for restoring the database in case of hardware, software, or human errors, and the ability to block or mask selected fields before electronic billing data is stored. Security is critical, and the contractor must provide dedicated personnel with expertise in cloud security best practices. The system should be capable of generating summary billing invoices with detailed supporting charges for each customer, allow concurrent job processing and data entry, and comply with TCP/IP communication protocols.
Vendors should have experience deploying and managing cloud infrastructure solutions, offer a robust API for integration, and be prepared for a five-year contract period.
