The State of Mississippi is seeking a comprehensive talent management solution to support various human resources functions, including full-cycle recruitment, onboarding, performance management, learning, and succession planning. The desired system should facilitate the rapid creation and maintenance of engaging career sites with up-to-date content, as well as the capability to track and analyze browsing behavior at both individual and aggregate levels. Automated reporting features are required to gain insights into job seeker engagement and to inform recruitment strategies.
Key functionalities include the ability to create and report on actionable insights such as sourcing channels, interaction levels, career site visits, and conversion ratios across the recruitment funnel, with demographic breakdowns. The system should also provide tools for hosting and promoting virtual events, segmenting requisitions and candidates, and editing position descriptions with advanced formatting features. Additional requirements include the capability to upload large multimedia files, present recruiter and manager portals in multiple languages, and improve cost efficiencies by reducing reliance on external agencies.
Questions regarding this opportunity must be submitted by October 31, 2025. The initial contract term will be four years.
